1. Introduction

The Canadian Space Agency (CSA) Class Grant and Contribution Program to support Research, Awareness and Learning in Space Science and Technology is comprised of two components: Research and Awareness and Learning. Taken together, these components aim to support knowledge development and innovation in CSA areas of priorities while increasing the awareness and participation of Canadians in space-related disciplines and activities. The CSA offers grants and contributions through various sub-components comprised in both components.

This Program has the following objectives:

  • To support the development of science and technology relevant to the priorities of the Canadian Space Agency;
  • To foster the continuing development of a critical mass of researchers and highly qualified people in Canada in areas relevant to the priorities of the Canadian Space Agency;
  • To support data-gathering, studies and research related to space;
  • To increase awareness of Canadian space science and technology among Canadian youth and educators and their participation in related activities;
  • To provide learning opportunities to Canadian students and physicians in various space-related disciplines; and
  • To support the operations of organizations dedicated to space research and education.

2. Research component

The Research component provides financial support to organizations to conduct space related research and development in CSA's areas of priorities. It will support targeted knowledge development and innovation to sustain and enhance the Canadian capacity to use space to address national needs and priorities in the future. Projects supported under this component should contribute to the achievement of the CSA Class Grant and Contribution Program's expected objectives and the Research component strategic outcomes and, in addition, will be measured against the Research component's key performance measures.

Strategic outcomes:

Immediate

  • Increased knowledge from research projects in priority space science and technology areas;
  • Maintained and/or increased space focus in universities, post-secondary institutions and not-for profit organizations;
  • Partnerships established and maintained;
  • Leveraged partner contributions; and
  • Access to international collaboration for Canadian organizations.

Intermediate

  • Increased availability of space-related knowledge and information in priority areas;
  • Increased space-related science and technology capacity in targeted areas; and
  • Increased multi-disciplinary and/or institutional collaborations.

Long-term

  • Canadian space-related research and development responds to national needs and priorities.

Key Performance Measures include, but are not limited to:

  • Number of space projects initiated and/or completed by type;
  • Number and type of new partnerships created or sustained;
  • Ratio of leveraged funds vs. awarded grant/contribution funds;
  • Number and extent of differentiated means of dissemination;
  • Number of highly qualified personnel supported;
  • Number of satellite data based applications developed; and
  • Volume of satellite data used.
Service Standards

CSA has set service standards for the timely delivery of the acknowledgement of receipt, funding decision and payment processes.

  • Acknowledgement: Our goal is to acknowledge receipt of your proposal within 2 weeks of receiving your completed application package.
  • Decision: Our goal is to respond to your proposal within 50 weeks of receiving a completed application package or closing date of the Announcement of Opportunity and, to send you for signature a grant/contribution agreement within 18 weeks after formal approval of your proposal.
  • Payment:
    • Grant: Our goal is to issue payments within 4 weeks of the successful fulfillment of requirements outlined in the grant agreement.
    • Contribution: Our goal is to issue payments within 6 weeks of the successful fulfillment of requirements outlined in the contribution agreement.

Our performance target is to meet these standards for the majority of files. The achievement of these service standards is a shared responsibility. You must submit all required documentation in a timely fashion. Service standards may vary by Sub-Component.

2.1 Space and Sub-Orbital Sub-Component

The Space and Sub-Orbital Sub-Component provides grant or contribution funding to activities and experiments requiring access to space or sub-orbital flights in order to conduct science investigations, perform technology demonstrations and develop or conduct space and sub-orbital projects that will contribute to a continuing and significant advancement of innovation and scientific knowledge in the space area and accrue benefits for Canada. Projects supported under this Sub-Component should contribute to the achievement of the CSA Class Grant and Contribution Program's expected strategic outcomes and will be measured against key performance measures.

3. Awareness and learning component

The Awareness and Learning component provides financial support to individuals and organizations involved in initiatives targeting Canadian youth, students, physicians and educators to increase their awareness, knowledge, development and participation in space-related disciplines and/or activities and advanced educational programs. Projects supported under the Awareness and Learning Component should contribute to the achievement of the CSA Class Grant and Contribution Program's expected objectives and the Awareness and Learning component's strategic outcomes and, in addition, will be measured against the Awareness and Learning component's key performance measures.

This component is comprised of two sub-components:

Space Awareness Sub-Component

This Sub-Component provides financial support to initiatives designed to increase awareness of and participation of Canadian youth and educators in the Canadian Space program.

Space Learning Sub-Component

This Sub-Component provides financial support to participate in learning opportunities to Canadian students at the post-secondary level and physicians to increase their knowledge and experience in advanced space-related educational activities and disciplines.

Strategic outcomes:

Immediate

  • Increased knowledge and skills in space-related disciplines among target audiences; and
  • Increased availability and use of space in learning opportunities and materials related to science and technology.

Intermediate

  • Sustained interest in space-related disciplines among target audiences;
  • Increased Canadian highly qualified personnel active in space-related disciplines; and
  • Target audiences are reached through learning activities and materials related to science and technology.

Long-term

  • Increased/sustained capacity to conduct or support space-related research and/or operations; and
  • Increased awareness of science and technology among target audiences.

Key Performance Measures include, but are not limited to:

  • Number of graduates by type of space-related post-secondary degree or certificate;
  • Number and type of learning events attended or completed and level of satisfaction reported;
  • Number and type of initiatives by target audiences.
